Defense Ministry official arrested in Oboronservice case - newspaper
Nikolai Ryabykh, the head of the Defense Ministry's economic department, has been arrested in connection with the corruption schemes in the structures of OAO Oboronservice, Kommersant reported on Wednesday.
"Nikolai Ryabykh was detained by an investigator with the Main Investigations Department of the Investigations Committee last Monday after being questioned in the case involving OAO Slavyanka, an Oboronservice structure," the paper reported.
In 2010, this structure signed a contract with the Defense Ministry's economic department for servicing a Defense Ministry building on Moscow's Kolymazhny Pereulok, the paper reported, citing Interior Ministry officials.
At that time, the building was undergoing capital overhauling (all service lines had been dismantled). However, that did not prevent Ryabykh from paying for work that was not done and for maintenance services to ZAO Security and Communications, a subcontractor of Slavyanka, which was owned by Alexander Elkin, who was already under arrest, and Andrei Lugansky, general director of Security and Communications, Kommersant reported.
The Defense Ministry spent over 50 million rubles on that in 2010-2011, Kommersant reported.
According to Kommersant, Ryabykh did not refuse to answer the investigator's questions, but did not admit his guilt either.
Nevertheless, the Khamovnichesky District Court issued an arrest warrant for the official for a period of two months.
