FSB: Terrorist activities thwarted during preparations for APEC summit
Activities by more than thirty emissaries and functionaries of international terrorist organizations were thwarted during preparations for the APEC summit in Vladivostok, said Russian Federal Security Service Director Alexander Bortnikov.
"Activities by more than thirty emissaries and active functionaries of international terrorist organizations, which were aimed at destabilizing the situation in Vladivostok and the Primorye Territory, were thwarted during preparations for the APEC summit and during the APEC summit in Vladivostok," Bortnikov said at a meeting between the heads of the special services, security bodies, and law enforcement agencies of foreign countries that are partners of the Russian Federal Security Service held in Moscow on Wednesday.
During the conference he also added that the international terrorist organization al-Qaeda, pursuing a strategy of 'a thousand cuts', is responsible for setting fire to forest areas in European Union countries.
"This method can cause significant economic and moral damage without serious preliminary preparations, technical equipment or financial expenditures," he said.
"The likelihood that special services can detect arsonists is minimal," Bortnikov said
